Granville village council looks at solar panel decision

GRANVILLE – No decision was made on the proposed Denison University solar panel array, and an ordinance to amend Granville’s ordinance language was tabled.

On Nov. 3, the Licking County Court of Appeals remanded an appeal, submitted by residents of Welsh Hill Road in Granville, back to the council, on the grounds that the Granville Village Council needed to approve the permit Denison received March 11.

The council hosted a public hearing on the ordinance and took comments from concerned residents during time for comments.

Several of the appellants from Welsh Road attended and voiced their opinions. Many stated they were concerned with how the council had handled the permit’s application without examining the commercial use Denison might receive from installing the solar panels.

Another common stance was that Denison was being allowed to strong-arm its way through the planning phase of the project without concern for the project’s neighbors.

Kathia Williams, of Welsh Hill Roads, said she didn’t have the money that Denison has so she wouldn’t be able to keep up in the legal process.

Michael King, village law director, said the village would have to look at the record of the decision made in the spring before deciding whether it can rule on the appeal now.

“If we don’t have enough evidence to make the commercial use decision, then we will have to reopen the hearing. At that point, we could request more evidence from Denison,” he said.

Although the council did host the public hearing, it did not act on the ordinance. Instead, the council will enter into executive session to consider the appeal that the court remanded, then come back to the issue.

Vice Mayor Constance Barsky motioned to table the ordinance that would change the village code’s language until after the remanded appeal has been decided on. The council voted to table the ordinance until March 1, but it is exploring ways to revisit it sooner if needed.
